MEMBERS & COMMITTEES
The Winnebago County Board of Health (BOH) is the governing body of the Winnebago County Health Department (WCHD). The BOH is appointed and operates under the provisions of “Division 5-25 of the Counties Code” entitled “County And Multi-County Health Departments” (55 ILCS 5/5-25001 et seq.).
Appointments to the Board of Health shall strive to reflect the diversity of Winnebago County and to provide wide representation from the community and from among public health disciplines, including dentistry, environmental health, medicine, mental health, nursing, pharmacy, policy (legal), veterinary medicine, and public health regulated businesses (i.e. food establishments, body art (tattoo) establishments, hotels, etc.). The BOH is comprised of up to 12 members,
The Officers of the BOH include a Presidentt, a Vice-President, and a Secretary, The Treasurer shall be the County Treasurer. (55 ILCS 5/5-25013).

Board of Health Meetings
Board of Health Meetings are held on the third Tuesday of every month unless otherwise noted and are located at the Winnebago County Health Department at 555 North Church Street, Rockford, Il in Room 115N at 6:30pm.
The Board of Health has 4 Committees that meet separate from the full Board of Health. Four to six board members sit on each committee.
|Finance||2nd Wednesday of each month||Provide oversight and direction to the financial activities of the WCHD and will provide routine communication and guidance to the Board of Health on fiscal activities and strategies that support the WCHD Strategic Plan and functions of a state certified local health department|
|Policy||2nd Wednesday of each month||Provides oversight and direction in the development and adoption of community-wide policies that support environmental health, communicable disease, and public health preparedness from a systems perspective.|
|Personnel||2nd Wednesday of each month||Provides oversight and direction in the recruitment and retention of talent to support implementation of the WCHD Strategic plan through the development of personnel policies, structuring a competitive compensation plan, development of the evaluation tool and metrics for the Public Health Administrator, and engagement of the Public Health Administrator in compliance with regulatory requirements.|
|Quality||3rd Tuesday of each month||Provides oversight and direction to quality improvement activities as outlined in the Quality Improvement Plan. Q/I includes the development, implementation, and evaluation of evidence-based, cost-effective, collaborative, and culturally competent public health interventions to improve the health of Winnebago County.|
