Strategic Plan and 3 Health Priorities
In 2014, the Winnebago County Health Department adopted a Strategic Plan that provides the mission, values, and goals that drive the work of the organization. WCHD updates the plan annually to ensure it advances WCHD’s vision of healthy people in a healthy community that promotes optimal health for all.

Goals
1. Focus on Core Public Health
- Advocate for policies that promote health
- Assess health statues of the population an current trends
- Assure development and implementation of plans to address health priorities
2. Develop and Enhance Systems to Support Core Public Health
- Engage with community partners to address health priorities
- Organize internally to support strategic initiatives
3. Advance a Culture of Quality
- Maintain and ensure a workforce development plan to support public health competency
- Inform Community on public health plan impact
- Maintain or surpass national public health accreditation standards by using emerging best practices to address health priorities.
3 Health Priorities
The Winnebago County Health Departments works to assess the health of the entire community. With input and engagement from the community and our partners, WCHD completes a community health assessment (CHA) and community health improvement plan (CHIP), also known as the IPLAN. This guides WCHD in identifying priorities and the actions needed to improve the overall health of the community.
Currently, the three Health Priorities identified are:
